PENNVEST’s Programmatic Financing (Pro-Fi) is an innovative financing vehicle that matches funding approval to the cash flow needs of a utility.  In addition to traditional drinking water and wastewater projects, Pro-Fi funds stormwater projects, green infrastructure, and restoration of wetlands, streams, and watersheds.

Provides a multi-year funding commitment for projects that are part of a Capital Improvement Plan (CIP). Shifts short-term financingto long-term program financing. Allows for funding to be dispersed in phases. Funding provided through loans at county cap rates.
